not resolvedI have created a custom php.ini file to override the 2MB upload limit I am running into. I have uploaded into a number of folders within the PhotoQ plugin but I still cannot upload images larger than 2MB. Which files do I need to place this into in order to make this work??
I am using both the PhotoQ plugin and the IQ2 theme.

the php.ini file is in one specific location on your server (i cannot tell you where as this depends on the server). often hosts do not let you edit this file anyway.
however, you can usually allocate more memory via the .htaccess file as described here under bullet 10.2: http://www.whoismanu.com/photoq-wordpress-photoblog-plugin/#troubles
i would modify the .htaccess file that is in your wordpress root directory (probably wordpress already created it for you anyway).
as a general tip, i would never add any files to folders within a plugin as you will likely loose these the next time you auto-update the plugin.
I tried adding that code to my .htaccess but that caused my wordpress site to totally fail... no site just an error message.

just re-read your first post and saw that your problem apparently is with the max filesize limit and not the memory limit of php. sorry for that.
well, anyway the solutions are pretty close: you can try to add something like this
php_value post_max_size 8M
php_value upload_max_filesize 8M
to your htaccess file. but chances are that this will again result in a server error (this usually happens when your host does not allow you to alter these settings via htaccess).
i would recommend you to contact them and ask how to increase this limit. if they are inflexible and you are stuck with 2M i would definitively change host.
