normally you can see this from the output of php_info(). to see the output, create a file called e.g. info.php and place the following inside:

phpinfo();
?>you then need to upload this file to your server. now if you go to yoursite.com/info.php you will see a list that shows how php is configured on your site. search for safe_mode and you will see if it is on or off.
photoq should actually also warn you if safe_mode is not turned off. if safe_mode is on and you install photoq, you should get a warning message under "settings->photoq".
